Space Force to focus training on ‘orbital warfare,’ joint integration

"[O]n the ops floor, [ATLAS is] generating a catalog — it's publishing data to Space-track.org They're using that as a primary system," Space Systems Command's Shannon Pallone said in an exclusive interview.
The three new Space Systems Command (SSC) system deltas in the pipeline will be responsible for acquisitions related to space combat power, assured access to space and positioning, navigation and timing, SSC Commander Lt. Gen. Philip Garrant told Breaking Defense.
The reorganization of the JCO will involve two elements: setting up processes for JCO to provide commercial space monitoring data directly to operators and establishing an acquisition pathway for that data.
A spokesperson for Space Operations Command (SpOC) explained that government-led testing now will commence, but that an updated operational acceptance date "is not yet available."
The AEI paper, authored by Senior Fellow Todd Harrison, recommends ditching the standup of Space Futures Command and creating a new organizational structure that combines acquisition and operational functions around mission areas.
'I think there [are] things that we will need to be able to, I guess I'll say, 'dogfight' in space," Lt. Gen. Doug Schiess, commander of Space Forces - Space, the Space Force unit that undertakes operations for US Space Command, told reporters on Wednesday.
"The integration testing continues to go well," Lt. Gen. Philip Garrant told reporters at the Space Force Association's Spacepower 2024 conference in Orlando, Fla. — expressing optimism that ATLAS will meet his expectations for achieving operational capability by the end of next year.
Brig. Gen. Kyle Paul told Breaking Defense that rather than being a problem, technology now is helping the Space Force to find "opportunities" to enable wider information sharing through the ability to "compartmentalize" data within computer systems.
"By breaking down barriers between government, coalition, and commercial space situational awareness data, CODA allows us to create a tailored, operations-relevant understanding that directly informs tactical fires and maneuver decisions,” said Col. Raj Agrawal, Space Operations Command Delta 2 commander.
"We have to have models that allow us to meet 24/7, mission requirements while simultaneously surging to the needs and demands of combatant commanders," Lt. Gen. David Miller said.
"In the next few months, you can look for missile warning and space domain awareness as two mission areas [to be restructured], and then in the future satellite communications, for example, and then orbital warfare," Lt. Gen. Philip Garrant, head of Space Systems Command, told the Mitchell Institute today.

"This is not only new; it's astounding. It's shocking. It's a huge change (if adopted)," one industry contractor told Breaking Defense of the proposal.
